Integral political view?

The story.
Trying to cool off on a very hot and humid day a young black man drowns in an abnormally swift flowing river in Kenya.

Who's fault is it?

The Libertarian
It was his own fault. He must have known he wasn't a good swimmer. He should have either taken swimming lessons or he never should have gotten in the water in the first place.

The Anarchist
It wasn't anyone's fault. He simply didn't have the ability to swim well enough and drowned. That's it.

The Socialist
It was the systems fault. He didn't have enough money to pay for swimming lessens nor were there signs warning people of the swift current. So when he got caught up in it, it just took him away.

The Fascist
It was the fault of his inferior cultural background. If he was raised in a culture more like ours perhaps it wouldn't have happened to him.

Now how would an Integralist answer this question?
